An extra Normal Summon is a thing in Yu-Gi-Oh! After Ultimate Offering getting the banhammer because of Gadget-loop, there are some cards with one-time-only extra normal summon that works as a replacement. Such as Evilswarm Castor, Swap Frog, Gem-Knight Seraphinite, and Atlantean Heavy Infantry. Or Arrivalrival, True Draco Heritage, or True King's Return

Revenants Running Rampant is an interesting card for you that want to do an extra Normal Summon in a unique ways, while Double Summon can only gives you 1 extra summon, this card can gives you 4 Normal Summons (if you activate this card 3 times in a turn). But since this card is a Trap Card, it is effective to use it during your opponent's Main Phase, whether it is during their Main Phase 1 or 2, or end of their Main Phase

Fairy Tail - Luna is an interesting choice to use with this card. After you add another copy of Luna, you can use Revenants Running Rampant during opponent's Main Phase to summon it. Since Luna's effect doesn't restrict it to be used once per turn, you can bounce your opponent's monster 2 times, and thining your deck with the same amount. 

You can also use this card on Traptrix deck. Being a Normal Trap Card, it can triggers Traptrix Sera's effect to summon other Traptrix from the deck. This card works well with Traptrix Dionea, because you can summon other Traptrix that sent to the Graveyard to summon Sera, in this case, Traptrix Mantis is the best card since she can guarantee Dionea in your hand. 

Last but not least, you can use this on decks that uses a Flip Effect such as Krawler, Subterror or Shaddoll to trigger their Flip Effect. It is even better for Shaddoll since they have 2 effects, if you cannot force your opponent to make them flipped, you might be able to resolve their 2nd effect.
