Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) while you control a Spirit Monster. You can only special Summon “Konohana Sakuya” once per turn this way.

(1) During the End Phase, if this card was Special Summoned during this turn: Return this card to the hand.

(2) During the End Phase: You can banish this card from the GY, then target 1 Spirit Monster you control; during this turn, that monster’s effects that activate on the field cannot be activated.

Spirit monsters are  an archetype of mythical beings such as divine gods and animal , with a  unique effect : returns to the hand at the end of the turn, while almost all of their effect are triggered when Normal Summoned or flipped face-up. Due to their high level, returning them to the hand is a bit waste even if they have an advantage when Normal Summoned . To answer that, cards like " Mirror of Yata "  , " Spiritual Energy Settle Machine " , and " Izanagi " are created to prevent them to be returned to the hand.  They all have the same drawback  : cannot be easily used. You have to wait 1 turn slower to summon Izanagi, since he is a lvl 6 monster, assuming you have 1 monster on the field to be Tributed for Tribute Summon ;  Mirror of Yata is an Equip Card, and using Armory Arm will give you the same  drawback as Izanagi. " Spiritual Energy Settles Machine " requires you to discard 1 card at the end of the turn and will have all of your Spirit Monsters returned to the hand if you cannot pay the tax. 

Sakuya comes to make things easier , especially her 2nd effect. Eventhough it can only target 1 Spirit Monster , it can prevent some good Spirit monsters such as Shinobird Crane, or Yamata Dragon, from being returned to the hand and being a threat to the opponent . Since she is a lvl 3 monster, she can be easily dumped by using Foolish Burial, Mathematician, and such. The only regrettable thing is that she is not a Fiend monster, so she can’t be searched by Tour Guide of the Underworld.
